Strategic Quality Assurance in Indonesian Islamic Primary Schools: A Multi-Case Study of SDIT Al Biruni and SDIT Aya Sophia Islamic School

Abstrak

This study investigates the implementation of strategic quality assurance (SQA) in two Indonesian Islamic primary schools—SDIT Al Biruni and SDIT Aya Sophia—within the framework of the Sistem Penjaminan Mutu Internal (SPMI). Employing a qualitative multi-case study design, the research explores how each institution operationalizes the PPEPP cycle (Penetapan, Pelaksanaan, Evaluasi, Pengendalian, dan Peningkatan - Planning, Implementation, Evaluation, Control, Improvement) and interprets national quality standards in accordance with its organizational culture, leadership style, and institutional capacity. Data were collected through semi-structured interviews, observations, and document analysis, and were examined using Miles and Huberman’s interactive model of data analysis. Findings reveal distinct differences in SQA maturity between the two schools. SDIT Al Biruni demonstrates a highly institutionalized approach with systematic documentation, robust internal audit systems, and strong data-driven practices supported by a well-established quality culture. In contrast, SDIT Aya Sophia exhibits an emerging model of SQA characterized by strong moral commitment, high teacher engagement, and innovative practices, but with less formalized documentation and evaluation mechanisms. The study contributes to the literature by highlighting how strategy, structure, and culture interact to shape SQA effectiveness in faith-based primary schools. The findings offer practical insights for policymakers and school leaders seeking to strengthen SPMI implementation across diverse educational contexts
