Abstract
A public policy begins with a policy formulation process. This also applies to public education policies. This study aims to determine how the process of formulation of public education policies. The results of the study show that the formulation of public education policies is an effort to formulate various series of concepts and principles that become the outline and basic plans in the implementation of educational activities as well as a guideline for education management or managers in an effort to achieve the expected educational goals or objectives.
